The End cap has an inner seal to further protect from leakage should the valve of the Flowbin™ / IBC be slightly compromised.

These caps have slots in the base rim to enable a security seal to be inserted through and then connect to a corresponding opening in some Valve Handles providing tamper evidence should the seal be broken.
